David asked about status of marijuana dispensaries: Has there been a <br />determination as to recommended setbacks? Bob responded: Yes - it's 1,250 ft. <br />from any residential -zoned property. <br />7. Board Updates <br />A. David reported that the wooden bridge at the base of the Aquarius trailhead on <br />the Coal Creek Trail is very slick in wet/damp conditions and hazardous for <br />cyclists. He recommended lighting in the underpass, which is very dark, and re- <br />surfacing the wood on the bridge. Laura agreed that this is a good idea. Ember <br />agreed to assess & follow up with staff. <br />B. Laura reported that she plans to attend the Brue Baukol presentation and <br />encourages other OSAB members attend (as citizens, not as OSAB <br />representatives). <br />C. David requested a staff update on re -design of trail south of Community Park, as <br />current mixed configuration is confusing and potentially hazardous for <br />pedestrians as well as bicyclists. Ember reported that Council wants to maintain <br />crusher fines and ADA access and staff will be monitoring usage and <br />maintenance issues going forward. <br />D. Laura reported that Coyote Run Open Space flood/slumping mitigation is in <br />progress, and was disappointed that this work has started without communication <br />from Planning Department to OSAB as to plans and outcomes. <br />E. David reported that flashing pedestrian lights at 104th St. (East of the Tech <br />Center) are not yet up and running. <br />8. Public Comments on Items Not on the Agenda <br />NA - no members of the public were present. <br />9. Discussion Item: Tiger Team Recommendations for Opportunities for Preserving <br />Open Space and Improving Trail Connectivity: Review Findings and Finalize <br />Results (see pgs. 6-9 of the August 2019 OSAB Meeting packet) <br />Peter explained that the Tiger Team worked mostly on the last two columns: <br />"Acquisitions" and "Proposed OS Zoning". The black comments are from prior years; red <br />comments were added by Peter, and green comments were added by Ember. Peter <br />noted one ranking of 2.3 as probable error; Ember to review & revise. <br />Fiona asked what "PUD" and "CE" mean. Peter explained that "PUD" = Plan Unit <br />Development, which could incorporate Open Space designations in parts of these <br />properties. Missy noted that past PUD processes have been rather unsatisfying in terms <br />of Open Space. Peter noted that his past planning and land use experience leads him to <br />believe that some Open Space goals can be met through this process. "CE" = <br />Conservation Easement. <br />Laura proposed rating as High, Medium, and Low. Helen noted that she doesn't want <br />Council to think the "Low" properties are not worth considering. Bob noted that this <br />ranking is not essential for Council. OSAB agreed to omit this ranking this year. <br />4 <br />
