Mrs. Balser continued with a summary of what we are doing and that is work with <br />Mr. Ahrens to get some numbers and if the attempt is to be able to show some <br />scenarios based on that one rate for the September meeting. Then we are going <br />to adjust based on the 2% and 15% on the next cycle in our rate structure, <br />correct. Committee agreed. That is the recommendation of this group is to make <br />this change in our budget when we do the 2020 Budget. She stated this should <br />go to council using the same schedule as last year. Kevin stated the Revenue <br />will be the same. <br /> <br />IX. Preliminary Utility 2020 Rates <br /> Cory referred to the chart on Page 32 and discussed the projection of the 2020 <br />Rates. He said the Water changed the most with about 1/2 percent different than <br />what was proposed last time and explained what it’s tied to. Depends on timing <br />and everything else. Sewer changes are the same percentage across and just a <br />rebalancing to have that consistency and the Storm didn’t change at all. <br />Councilmember Stolzmann continued with saying we will talk more about the <br />project to understand the impacts it has on the rates and asked if there are any <br />questions other than CIP impacts. Mayor Muckle just to repeat what you said, <br />this assumes that we will spend this money. Cory said this is correct and went <br />on to say the CIP adjustments will go to zero and it would be the same rate <br />percentages. Then he stated what the projects are: <br /> SCWTP Disinfection Replacement – Out to Bid now <br /> SCWTP Administration Building – We are at 30% design and will have a <br />cost estimate in the next month or so. <br /> SWSP Pipeline – Should have cost estimate by October. <br /> Also includes the changes to the Fire Hydrant Painting <br /> Councilmember Maloney asked about the 32% - 4 month cash reserves. <br />Committee discussed and concluded we are conservative and Mr. Kowar asked <br />if we are being too conservative let us know as for the last two years we haven’t <br />asked for more money. We have a good system and could run the reports. <br />X. Solid Waste <br /> General Update – Mr. Kowar stated everything is moving along really <br />well. Council and staff are responding to questions/concerns, which we <br />haven’t gotten a ton of. A Newsletter and Mailers have gone out to make <br />cart changes. Committee discussed the trash, compost and cart sizes <br />that was mentioned in the mailer. Mr. Kowar continued saying we are <br />going to have neighborhood meetings at four different locations starting <br />August 20 thru August 23 from 6:00 pm to 7:00 p.m. We will have <br />Republic Staff (Drivers) present for people to meet, a Republic Truck and <br />the Sweet Cow Truck there to see and visit with. There is a newsletter <br />coming out with calendar information so each day of the week will get its <br />own mailer calendar. Then there will be another Fall newsletter from <br />7
