<br /> <br /> <br /> <br /> <br />CITY COUNCIL COMMUNICATION <br /> <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 3 <br />SUBJECT: DISCUSSION/DIRECTION – 2020 GOLF, RECREATION & <br />SENIOR CENTER PROPOSED FEES <br /> <br />DATE: SEPTEMBER 10, 2019 <br /> <br />PRESENTED BY: NATHAN MOSLEY, DIRECTOR OF PARKS, RECREATION AND <br />OPEN SPACE <br /> <br /> <br />SUMMARY: <br />The purpose of this agenda item is to update the City Council on proposed fees for Coal <br />Creek Golf Course as well as the Louisville Recreation and Senior Center. These fees <br />would go into effect on January 1, 2020. This agenda item reflects past Council <br />direction to review fees annually and increase fees incrementally. <br /> <br />Coal Creek Golf Course (CCGC) <br />CCGC implemented dynamic pricing in 2019. With this pricing philosophy the <br />actual price of the round of golf is dictated by the demand in the market for that <br />particular tee time. There is a base rate and then the price fluctuates within a <br />range based on demand. <br /> <br />CCGC staff presented three fee options to the City Finance Committee and the <br />Recreation Advisory Board. Those options included no increase, 3% or 5%. <br />Based on feedback from both groups, staff is proposing a 3% increase to green <br />fees at the golf course. <br /> <br />Louisville Recreation and Senior Center <br />Recreation and Senior Services staff presented three fee options to the City <br />Finance Committee and the Recreation Advisory Board. Those options included <br />increases of 3%, 5% and 7%. Staff received feedback from both groups to do a <br />blended increase that would result in an overall increase in revenue of 5%. <br /> <br />Staff is proposing that admission fees go up, on average, 5% (prices have been <br />rounded as necessary) and that the discount for 20 visit passes for Non- <br />Residents goes down from $1.50 off of daily admission rate to $1.00 off of daily <br />admission. <br /> <br />In addition to admission fees staff has looked at Recreation Center and Senior <br />Center program fees and will apply a blended increase approach to programs <br />effective January 2020. Staff will implement increases where appropriate with <br />the goal of an average increase of 5%. Examples of programs that will have an <br />increase are swim lessons, youth sports and some youth activities. Please keep <br />in mind that registration for January-April 2020 programs begins in December <br />2019. Those fees that fall under the mandatory 5% inflator will also receive an <br />20
