City Council Business Retention & Development Committee
Meeting Minutes
March 3, 2008

Hogan added that it could be very beneficial if Louisville can approve a use tax prior to
when CP starts furnishing their new site.

Hogan shared a variety of marketing pieces that are currently being used to advertise
space in Louisville.

Hogan reported that she will give an update on the plans for the ICSC convention at the
April meeting.

OPEN GOVERNMENT TRAINING
Muth reminded members that the City Charter requires each member to attend Open
Government training once every two years. Training was first offered two years ago, so if
members attended in 2006 they need to attend again this year. New members can
attend anytime in 2008 or 2009. It will also be offered in the fall. Training is scheduled for
March 31 at 7:00 PM and April 3 at 8:30 AM in City Council Chambers.

COMMITTEE COMMENTS
Lathrop stated that he thought the use tax should be placed on the ballot again in the
fall. He noted that there needs to be a very strong educational campaign associated with
the issue.

Dalton added that the businesses need to be educated about this early on in the
process.

Pritchard added that proponents need to identify what the opposition is so that a clear
message can be identified.

Dalton noted that citizens will want to know why the City is asking again after two other
defeats of the measure.

Pritchard asked if perhaps it would be better to do this in 2009.

Lathrop asked if perhaps a subcommittee can be formed for this.

Hogan noted that this would be a good topic for the retention visits. Find out if
businesses know about and understand the use tax and if they would support one.

Hogan asked Watson if the Finance Department could make a presentation on this at
the April meeting. Watson said he would have Penney Bolte give that presentation.

Lathrop asked if SL should have a booth at the Chamber’s Business Showcase in April.
The Committee approved $100 for a table at the event. Lathrop and Pritchard
volunteered to staff the booth.

Krueger asked for some follow-up on the Farmer’s Market and the gateway signs.

Fleming reported that the City selected a Farmer’s Market vendor who will produce a
market on Saturdays in downtown. Muth noted that she will be meeting with the vendor,
th
DBA representatives, and Arlin Lehman on the 6 to start going over details.
