Definitions. <br /> For the purposes of this chapter, unless the context clearly indicates <br /> otherwise, the following words and terms shall have the following meanings: <br /> Homeowners' association means any covenant-controlled community <br /> containing two (2) or more residential property owners, which includes a lawfully <br /> constituted and operational board or other similar entity which is empowered to <br /> enforce the community's recorded covenants and which has the power to impose <br /> assessments for its services'which, if unpaid, may be made a lien on the property. <br /> Recycling materials means those materials, goods, and items deemed as <br /> recyclable through a single-stream recycling system by the city's designated <br /> recycling facility or those materials, goods and items deemed recyclable by a <br /> licensed collector operating within the city. <br /> Refuse means any form of waste material, junk, garbage, rubbish, trash, <br /> foreign substance, yard waste or debris whatsoever, including without limitation <br /> any such material which is compostable. <br /> Refuse container means, for those persons subject to the city's residential <br /> refuse collection services, a wheeled cart suitable for mechanical lifting with a lid <br /> for containing and setting out refuse for collection in sizes of approximately 32- <br /> gallons, 64-gallons, and/or 96-gallons. For all other persons, refuse container <br /> means a metal or other non-absorbent container equipped with a tightly fitting <br /> metal or non-absorbent lid. <br /> 2 <br />
