City Council <br />Meeting Minutes <br />September 3, 2019 <br />Page 4 of 14 <br />MOTION Mayor Muckle stated his intent was to end this planning process for this <br />application He moved to withdraw the application Councilmember Keany seconded the <br />motion <br />Roll call Vote 6-1, Councilmember Loo voting no <br />RESOLUTION NO 29, SERIES 2019 — A RESOLUTION APPROVING A FINAL <br />PLANNED UNIT DEVELOPMENT TO ALLOW CONSTRUCTION OF A 23,000 <br />SQUARE FOOT STRUCTURE AND ASSOCIATED SITE IMPROVEMENTS AND <br />APPROVAL OF A SPECIAL REVIEW USE TO ALLOW USE GROUP 59 HEALTH OR <br />ATHLETIC CLUB ON LOT 3, BLOCK 5, COLORADO TECHNOLOGICAL CENTER <br />FILING 1 AT 1776 BOXELDER STREET <br />Mayor Muckle introduced the item and opened the public hearing <br />Planner Ritchie stated this is a request for a Planned Unit Development (PUD) to allow <br />the construction of a 23,000 sf structure and associated site improvements and a Special <br />Review Use (SRU) to allow Use Group 59 Health or Athletic Club The building is to be a <br />volleyball facility She reviewed the property and site plan which includes underground <br />detention <br />She stated the application does not include any waivers and meets all provisions in the <br />IDDSG Parking is adequate to operate as a training facility, but may not be able to <br />accommodate events The owner is pursuing conversations with neighboring properties to <br />secure an agreement for those uses She stated the PUD includes a note regarding how <br />parking requirements will be met if changes are made to the property <br />Staff recommends approval of Resolution No 29, Series 2019 <br />Councilmember Stolzmann asked if the underground detention reaches capacity where <br />does it overflow Ritchie stated it outfalls ultimately into a storm pipe at the rear of the <br />property Councilmember Stolzmann asked if overflow would be on this property or <br />neighboring Ritchie stated it is likely the structure itself would fill up It is designed to <br />meet all of the minimum drainage requirements The applicant understands it will require <br />more maintenance <br />Public Comments — None <br />Motion Mayor Pro Tem Lipton moved to approve Resolution No 29, Series 2019, <br />Councilmember Keany second <br />Councilmember Stolzmann stated she is in favor of this but she noted this is an industrial <br />park and many industrial chemicals are being used From time to time she hears from <br />folks who feel this type of use is not compatible with the surrounding area She feels it is a <br />
