City Council <br />Meeting Minutes <br />December 16, 2008 <br />Page 10 of 14 <br />Administrative Costs for five thousand accounts -The City estimates 25 to <br />50 cents per month for the fixed administrative costs. <br />• Repairs of the carts -Normal wear and tear will be handled at no cost and <br />the hauler would be responsible for coordinating repairs and replacement <br />carts. <br />COUNCIL COMMENTS <br />Councilor Dalton suggested a 50-cents per month administrative fee. He asked if <br />a resident could contract with another company. Public Works Director Phare <br />responded yes, however they would be required to pay the City's minimum fee. <br />City Manager Fleming addressed the question rel<~tive to increasing the number <br />of days the limb drop off is open. Staff could reevaluate that activity and other <br />activities such as leaf collection during the budget process. <br />Councilor Yarnell thanked Public Works Director F'hare for answering the <br />residents' questions. <br />Councilor Clabots asked how many times a customer can switch bins throughout <br />the year. Public Works Director Phare responded 12 times a year. <br />Councilor Muckle noted many residents have addressed yard wastes. He asked <br />why the City elected not to do the curb side composting. Public Works Director <br />Phare explained it would add to the overall cost of the service. Western <br />Disposal's proposal required the service be citywide, year round. <br />Councilor Muckle respected the residents' comments and points of views. <br />Mayor Pro Tem Marsella voiced her strong support for the proposal. She stated <br />trash service is typically a municipal service. She noted there is no fuel <br />surcharge. She felt this was the right step for the community and accomplishes <br />all the City's goals for the program and helps further the City's goals on <br />sustainability. <br />Councilor Sackett addressed the residents' whose: comments suggest that the <br />City Council and City Manager have made up their minds on the issue. He <br />stated the Council is trying to fulfill the wishes of the community. He explained in <br />addition to the citizen survey, public hearings and meetings, the City conducts <br />Ward meetings where citizens can voice their concerns. He stressed the Counci <br />and staff are still considering new information and prejudging the proposal is <br />wrong. <br />
