L <br />Cityof <br />Louisville <br />COLORADO • SINCE 1878 <br />Administrator Steve Dickson <br />Federal Aviation Administration <br />800 Independence Avenue, SW <br />Washington DC, 20591 <br />RE: City of Louisville, Colorado — Requests to modify aircraft routes <br />September 24, 2019 <br />Dear Administrator Dickson, <br />Office of the Mayor <br />On behalf of the Louisville City Council and residents, we are reaching out in regard to <br />the air flight noise pollution problem over Louisville, Colorado and other parts of Boulder <br />County. The current noise levels negatively affect the public health and environment of <br />those living in the impacted areas. While we are aware there have been opportunities to <br />provide feedback through the EA process, and that the Federal Aviation Administration <br />(FAA) has submitted its proposal as to how to address these issues, we do not believe <br />the FAA proposal adequately solves the noise problem. <br />As such, we are writing to advocate that the following two recommendations be adopted <br />and implemented: <br />1. Shift the RALFI waypoint (east of Boulder on the ZIMMR flight path) <br />approximately 0.7 nautical miles south; and shift the IPALE waypoint (on the <br />COORZ flight path south of the RALFI) approximately 0.7 nautical miles south. <br />This is made possible by reducing the departure angle between COORZ and <br />CONNR from 17 degrees to 15 degrees. <br />2. Shift the ZIMMR another 1.3 miles south (for a total southward shift of 2 miles for <br />ZIMMR). This would then involve shifting the COORZ, CONNR and BAYLR flight <br />paths 1.3 miles south. <br />It is our belief, and those of the experts with whom we have consulted, that these small <br />changes would make a significant difference in alleviating the jet noise problem over the <br />City of Louisville and other parts of Boulder County. <br />Sincerely, <br />Robert P.
