Citvt�f <br />Louisville <br />COLORADO • SINCE 1878 <br />FINANCE COMMITTEE <br />COMMUNICATION <br />SUBJECT: <br />PROPOSED 2020 FEES, RATES AND CHARGES FOR THE CITY <br />OF LOUSIVILLE <br />DATE: OCTOBER 25, 2019 <br />PRESENTED BY: MEGAN DAVIS, DEPUTY CITY MANAGER <br />HEATHER BALSER, CITY MANAGER <br />SUMMARY: <br />Each year the City Council adopts a Resolution setting certain fees, rates and charges <br />for the upcoming year. The attached information provides Finance Committee with <br />background and proposed fees, rates and charges for 2020. City Council, through <br />Ordinance 1603, Series 2011, also authorized the City Manager to set certain fees, <br />rates and charges not otherwise set by the Council. <br />The fees set by the City Manager include such things as fees for photo copies, maps <br />and documents, development application reviews, recreation center programs and <br />classes, rental rates for various facilities, and charges for cemetery plots and services. <br />The City Manager sets these fees and charges to recover costs and defray expenses <br />and not as a mechanism for raising revenue. <br />The proposed fees for Finance Committee review and City Council consideration reflect <br />only minor changes to those fees and charges subject to a 5% inflator, as well as fee <br />increases that reflect market rate changes or changes required by the state of Colorado. <br />A Resolution will be brought to City Council for consideration which will include the <br />following changes to the 2019 fees: <br />• Increases to the Liquor License fees reflecting an increase in the state license <br />fees. <br />• No changes to Tables 4 for the Contractor's License, Applications and Fees. <br />• No changes to Table 5 for Sewer Tap fees. <br />• Changes to Sewer Rates and Water Rates as approved through Resolution 11, <br />Series 2019, and effective May 1, 2019. <br />• No changes to Table 8 with Building Permits, Inspections and Permit fees. <br />• Changes to Table 9 to reflect the Council adopted residential refuse and <br />recycling rates. <br />• No changes to Table 10 for Excavation, Right of Way and Easement work permit <br />fees. <br />The City Manager fee changes reflect a 5% inflator applied to those subject to this <br />annual increase. If the 5% inflator resulted in a fee change significant enough to round <br />up to an appropriate dollar increment, then it was applied. In addition, this fee table <br />
