City Council <br />Meeting Minutes <br />November 19, 2019 <br />Page 6 of 7 <br />general election, November of 2020. The City will then hold an election November 3, <br />2020 for a person to fill the seat for the remaining one year of the term. <br />She reviewed the requirements to apply for the seat: be a citizen of the United States; be <br />at least 18 years of age; be a registered elector; be a resident of Louisville and Ward III <br />for one year immediately prior to the appointment. <br />Staff prepared a draft application for the process for Council consideration. In addition, <br />staff included a list of possible questions to consider for the process. Staff recommends <br />Council appoint a committee of two Councilors to review and suggest final questions for <br />the application. <br />The City Charter does not give a specific timeline to fill the vacancy. Muth stated staff <br />recommends the Council discuss the vacancy process and provide direction regarding <br />final application questions and a timeline to fill the vacancy. <br />Mayor Pro Tem Maloney suggested the new member be appointed before the 2020 work <br />plan discussion. He thought there should be fewer questions for the applicant and should <br />address what Council will be facing in 2020. <br />Councilmember Dickinson thought the sooner they could be appointed, the better. <br />Councilmember Leh agreed but noted he has other commitments beginning December 18 <br />but did want to be a part of the process. He agreed there could be fewer and more direct <br />questions. <br />Mayor Stolzmann suggested she and Mayor Pro Tem Maloney work with staff on the <br />questions so the announcement can get out and applications be accepted. City Manager <br />Balser noted the questions and meeting dates could be looked at to get this done in a <br />timely manner. She noted there are meetings already scheduled where staff could get <br />direction from Council concerning applications and interviewing. <br />CITY ATTORNEY'S REPORT <br />City Attorney Kelly welcomed new Councilors and looked forward to working with them. <br />COUNCIL COMMENTS, COMMITTEE REPORTS, AND IDENTIFICATION OF FUTURE <br />AGENDA ITEMS <br />Mayor Stolzmann noted she will list committees here to report in the future. <br />Mayor Stolzmann noted the staff will be seated off the dais at future meetings to help <br />manage the room. <br />
