Rule 22. All accounts for water shall be kept in the name of the owner of the property and not in the name of any tenant,.. 'and the owner only or his legal authorized agent shall be held resp- onsible for water rents provided that persons holding under a lease may be supplied on their own account where it is impracticalle to keep the account in the name of the owner. Rule 23. The water commisEioner or other officers of the Town. shall be permitted at all times to enter the premises- or buildings of consumers to exarning the water pipes and fixtures and the' manner in which the water is used, and in case of fraudulent representation on the part of the consumer or wilful of unreasonable waste of water, said consumer shall forfeit any payment made and the water department may cause the water to be turned off, and assess the damages to the premises. Rule 24. In all cases where water is shut off from a consumer for a violation of the rules and regulations herein set forth, a forty-eight hour written notice will be given in accordance with the rules and regulation of the Public Utilities Commission govern- ing water utilities in the State of Colorado. Rule 25. In each and every violation of the rules and regulations established by this ordinance, the offending party shall be subject to a fine of not less than Five Dollars ($5.00) , and not more than Fifty ( 50. 00) Dollars.
