ORDINANCE NO. 230 <br /> AN ORDINANCE CONCERNING SECONDHAND STORES, JUNK DEALERS, AND PLACES <br /> BUYING AND SELLING SECONDHAND GOODS. <br /> BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF LOUISV ILLE: <br /> Section 1. That on and after the enactment of this ordinances , no <br /> person shall, in the Town of Louisville, engage in the business of <br /> keeping a secondhand store, or a place for buying and selling second- <br /> hand goods, or engage in the business of a junk dealer or collector, <br /> without first obtaining a license therefor, except that this ordinance <br /> shall not apply to any person who only accepts secondhand goods as a trade- <br /> in on the purchase of new goods, but if any such person buys secondhand <br /> goods the fact that he also accepts secondhand goods as trade-ins shall <br /> not exempt him from the provisions of this ordinance as follows: <br /> Section 2. That any person desiring such a license shall apply to <br /> the Town Clerk therefor, the application to be in writing, and shall <br /> set forth the full name of the applicant , the location at which such <br /> business is to be carried on, and accompanied by the payment of 430.00 <br /> as the license fee, which license shall, unless sooner suspended or <br /> revoked, continue in force for one year from the issuance thereof. <br /> Section 3. That every person licensed under this ordinance shall <br /> keep a book in which shall be written in ink the time of each purchase, <br /> an accurate description in English of the goods, article, or thing <br /> purchased, the time of the receipt of same , the name, residence and <br /> description of the person selling the same, which book, as well as the <br /> article or articles purchased shall, at all reasonable times , be open to <br /> the inspection any member of the Police Department. <br /> Section 4. That no person licensed under this ordinance shall sell <br /> or remove from his place of business, any goods or articles purchased <br /> by him, as aforesaid, until the same shall have been in his possession <br /> at least seveity-two hours. <br /> Section. 5. That no person licensed under this ordinance shall <br /> purchase any second-hand goods, article, or thing from any person <br /> under the age of twenty-one years , or from any person who at the time <br /> is intoxicated, or from any person known by him to be a thief or a <br /> receiver of stolen property, or from any person whom he has reason to <br /> suspect of being such, and no purchases shall be made between the hours <br /> of 6 o' clock P.M. and 6 o' clock A.M. <br /> Section 6. That every person licensed under this ordinance shall <br /> make out and deliver to the Chief of Police of the Town of Louisville <br /> every day, before the hour of 12 o' clock nnon, a correct copy from the <br /> book kept, giving an accurate account and description of each and all <br /> of the articles purchased during the preceding day, the price paid <br />
