SECRETARY'S REPORT

The Authority Secretary reported that the liquor training classes were held on Sunday, April 19, 1998,
with 23 participants, and Wednesday, April 22, 1998 with 25 participants.

AUTHORITY ATTORNEY'S REPORT

Authority Attorney Sam Light noted that on the Ruby Tuesday application, the main shareholder had a
DUI in 1982. In reviewing the requirement that the licensee be of good moral character, the Colorado
Courts have stated a DWAI conviction would not constitute an offense involving moral turpitude.
Alcohol offenses do no necessarily effect the ability to conduct a business, which is the more important
consideration in determining character for licensing purposes, offenses more likely to support such a
finding include lying on an application, failure to pay taxes, or similar offenses.

Light also reported that his law partner, Susan Griffiths, passed away on Friday 24, 1998, aider an
extended illness. Susan was a senior partner in the law firm of Griffiths, Tanoue and Light. Services
were held on Monday, April 27, 1998 and she will be put to rest on Wednesday, April 28, 1998 in
Kansas. She will be missed.

AUTHORITY COMMENTS

None.

ADJOURNMENT

Steve Jeffers, Chairman

ATTEST:

Nancy Varra] Secretary to the Authority

3
