Historic Preservation Commission
Meeting Minutes
May 19, 2008

Lewis added that landmarking the structure would not preclude the owner from
doing an addition.

Menza asked if it would be possible to visit the site to review the interior
problems before making a decision.

Lewis noted the purpose of the stay would be to evaluate such items.

Hancock stated that he was not planning on an immediate demolition of the site.

Lewis seconded Koertje’s motion to place a 180-day stay on the property.

A roll call vote was taken:
Koertje – yes
Tofte – yes
Menza – yes
Lewis - yes

Lewis thanked the applicant and offered the help of the Commission if he would like it.

Update - Louisville Middle School Demolition

Koertje recapped the May 7 meeting of the City Council and the Boulder Valley School
Board. He noted that it was clear from the meeting that preservation is not a priority for
the school district.

Lewis asked if the building was being documented prior to demolition. Muth reported that
museum staff and a volunteer photographer would be doing so.

Discussion/Direction/Action - Preservation Ordinance Amendments
Continued from April 21
Lewis asked for public comments.

Michael Menaker asked why the ordinance has a rolling 50-year age criteria for historic
landmarks. He asked if it wouldn’t be better to set a date-certain so as it be better able to
identify the historic area of Old Town and to pick a date that would focus the discussion
on what is important to Louisville specifically. He suggested the Commission consider
adding this change to the proposed amendments.

Lewis noted that the 50-year limit is consistent with national standards and specifically
with the Department of Interior Standards for historic landmarks.

John Leary stated that he felt that the rolling 50-year mark makes sense. He stated that
if a date-certain is used it is allowing one generation to determine what is historic for
Louisville and that might change over time.

Lewis asked for the staff presentation.

Muth reported that at the March 19 HPC meeting there was a discussion regarding how
best to amend the preservation ordinance so that the demolition review process works
