Planning Commission <br />Meeting Minutes <br />July 10, 2008 <br />Page 2 of 14 <br />Staff Report of Facts and Issues: <br />McCartney provided the following summary: <br />• Case #08-014-UR, a req~iest for a special review use (SRU) to allow for the <br />operation of a preschool/private school on a property located at 1428 Main St. <br />and zoned Commercial Neighborhood (CN). <br />Known as The Patchwork. School. <br />The school provides child care and pre-school education for children that range <br />in ages from 2'h to 8 years. <br />Hours of operation area planned from 8 AM - 4 PM, Monday thru Friday. <br />Maximum occupancy is 28 students and 4 staff members as regulated by the <br />Colorado Department of Human Services. <br />Existing building will not bye remodeled. <br />The outdoor space will bey fenced in compliance with the Louisville Municipal <br />Code (LMC) and there will) be an adult outdoor monitor present while the children <br />are outside. <br />A waiver is requested to permit the 4' fence returns (which attach to the house) <br />remain instead of the required 6' fence. <br />Drop-off and pick-up will be on the east side of Main Street only. <br />Employee parking will require four spaces. The applicant has brought to the <br />meeting a parking agreement with the property owner two properties to the north. <br />The SRU criteria as listed) in LMC 17.40.100.A have all been met. <br />Staff recommends approval with the following four (4) conditions: <br />1. The applicant shall providle an all weather on-site parking area or a third party <br />parking agreement wi1.h tk~e property to the south for staff parking, being that the <br />existing parking arrangement is currently off-site on BNSF Railroad right-of-way. <br />The parking issue should be addressed prior to City Council. <br />2. A trash/recycling area shall be constructed on the site that will adequately serve <br />this use. <br />3. The SRU site plan shall bye modified to reflect signage on the street pickup/drop <br />off lane. The east side of Main Street along the frontage of the subject property <br />shall be signed for "pic;k up and drop off only" to allow for the eastern side of the <br />street to remain free and clear for queuing. <br />4. The Special Review Use is granted to the applicant only and is for a maximum of <br />28 students. <br />Commission Questions: <br />Loo, Russell, and Sheets discussed with Staff the parking issues related to FasTracks, <br />the Louisville Middle School and the neighborhood. Staff reported the parking had been <br />reviewed by the Public Works Department and they identified no concerns. <br />Russell moved and Pritchard seconded a motion to enter into record the Parking <br />Agreement provided by the applicant. Motion passed by voice vote. <br />Loo and Sheets discussed with Staff the signage that will be permitted for the drop-off <br />and pick-up area, staff parking and how any future problems can be addressed. <br />Staff reported the signage would be similar to what was approved in a previous <br />application for the Fairview Montessori School on Jefferson.
