Ciay of Louisville Office of the City Manager January 9, 2008 Mayor and City Council City of Louisville 749 Main Street Louisville, CO 80027 Dear Mayor and City Council: I am pleased to present to you the 2008 Annual Budget. The City of Louisville Municipal Code section 3.04.030 states that the City Council shall adopt an annual budget for each fiscal year in accordance with the procedure set forth in the Local Government Budget Law of Colorado, (Code 1962, 6.2; Code 1977, 3.04.020). Goals & Priorities The Colorado lifestyle, small town aimbiance, great schools, diverse workforce and housing in friendly neighborhoods make Louisville a great place to live, work, play and learn. The rich heritage of values and traditions found in Louisville forms the basis for a thriving modern community with a high quality of life. The City contributes significantly to that quality of life by providing important services and facilities. Within the constraints of limited funding, personnel and time, the priorities for the 2008 budget are as follows: • Remain accessible and accountalble to citizens and adaptable to changing circumstances. • Implement efficiency measures to maintain current service levels and ensure the long-term fiscal health of the City. • Strengthen Louisville's economy through proactive business retention, development and recruitment efforts. • Accurately reflect Conservation l"rust Fund expenditures for parks and open space related activities. • Increase resources devoted to maintaining and safeguarding the City's significant investment in land and facilities. • Boost funding for library material:; and customer support and for cultural activities. • Ensure competitive compensation for employees to reduce costs associated with staff turnover. • Revise our approach to providing employee medical coverage to more effectively promote wellness and consumer awareness and, over the long run, reduce the cost of medical coverage. The 2008 budget is based on input from numerous sources, including public involvement at City Council meetings and study sessions, feedback from the City's various Boards and Commissions, information from previous citizen surveys, staff recommendations and continuous interaction with the public throughoult the current year during Ward meetings, the Mayor's "Chat with Chuck", and numerous City events. The City's budget is the most significant policy considered by the Louisville City Council each year; it establishes the City's prioritiies and provides funding to achieve those priorities.
