SUBJECT: <br />RFP FOR 2020 CITIZEN SURVEY <br />DATE: <br />DECEMBER 3, 2019 <br />PAGE 2 OF 3 <br />reflect any changes in programs and services (such as the strategic plan and expanded <br />programming), and the removal of redundant questions. Attachment 4 provides a clean <br />version of the proposed 2020 baseline citizen satisfaction questions. These questions <br />will serve as a starting point for the City's work with the selected consultant. <br />The 2016 survey instrument included a total of 21 questions (not including the optional <br />demographic questions at the end of the survey), and the draft survey includes 16 <br />questions. This leaves some opportunity for City Council to incorporate additional <br />questions on specific policy issues; up to 5 policy questions if Council desires to keep <br />the survey the same length. These questions and revisions may be finalized with City <br />Council input and the help of the selected consultant. <br />On September 10, 2019, City Council directed staff to draft the Request for Proposals <br />for the 2020 Citizen survey and provided feedback on the baseline survey questions. <br />Staff has incorporated those comments and drafted the Request for Proposals. <br />Potential policy questions to be discussed during the Citizen Survey process include: <br />• Transportation Master Plan (TMP) tax possibilities <br />• Smoking/vaping limitations <br />• Plastic bag tax/fee <br />• Renewable electricity <br />• Pitbull ban <br />• Affordable housing <br />• Additional dog park <br />• Broadband <br />• Herbicide use <br />• Historical Museum tax <br />The ideal timeline for the survey would be to conduct the survey and receive citizen <br />responses in early 2020, in order to inform the 2021-22 biennial budget, as well as <br />discussions about refining the City's KPIs. Staff would like to release an RFP to identify <br />a qualified contractor in January 2020 in order to begin drafting of the 2020 Citizen <br />Survey instrument. <br />FISCAL IMPACT: <br />The City has budgeted $30,000 for the Citizen Survey in 2020. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />The objectives for the Governance and Administration Sub -Program focus on a <br />thorough understanding of the community's diverse interests and support for informed <br />policy -making. The Citizen Survey aims to solicit input from the community and <br />determine how well the City's programs are meeting goals and addressing the needs of <br />residents, furthering the objectives of the Governance and Administration Sub -Program. <br />CITY COUNCIL 1 COMMUNICATION <br />
