ANALYSIS: <br />Final Plat <br />The Final Plat is subject to the following standards in Section 16.12.075 of the Louisville <br />Municipal Code. <br />1. Whether the plat conforms to all of the requirements of this title; <br />• The application for The Business Center at CTC Replat J conforms in all <br />respects to the requirements of Title 16 of the Louisville Municipal Code. <br />2. Whether approval of the plat will be consistent with the city's comprehensive <br />plan, applicable zoning requirements, and other applicable federal, state and city <br />laws; <br />• Staff finds this application is consistent with one of the city's <br />comprehensive plan policies for the CTC, which is to "maintain a high <br />quality employment center that responds to the needs of businesses." <br />3. Whether the proposed subdivision will promote the purposes set forth in section <br />16.04.020 of this Code and comply with the standards set forth in chapter 16.16 <br />of this Code and this title. <br />• The Final Plat promotes the purposes set forth in the LMC, including the <br />assurance that public services are available, that character and economic <br />stability of the city is protected, that there is safe and efficient circulation of <br />traffic, pedestrians and bikeways, and provides appropriate regulation of <br />the use of land in the city. <br />Planned Unit Development <br />The PUD is subject to the CDDSG and Section 17.28.120 of the Louisville Municipal <br />Code. <br />CDDSG: 1. Site Planning <br />This application complies with the standards in this section, including all minimum <br />setbacks and building and site orientation standards, with noted waiver for the minimum <br />side building setback to allow carports. The proposal includes two new pedestrian <br />connections from Taylor Avenue and CTC Boulevard, as well as a future trail <br />connection to the north. It also includes employee and visitor gathering areas. <br />Utilities/loading docks face Taylor Avenue, which is allowed by the CDDSG, provided <br />that they are adequately screened. Staff finds that the utilities/loading docks are <br />successfully screened by landscaping along the street. The proposal meets the site <br />standards for site grading and drainage in the CDDSG. <br />CDDSG: 2. Vehicular Circulation and Parking <br />Access is accommodated through two drive aisle connections to Taylor Avenue and one <br />to CTC Boulevard. The drive aisles can accommodate access for fire and service needs <br />on the property. The parking lot meets design requirements, and distributes spaces <br />throughout the site.
