Call to Order <br />Laura called the meeting to order at 7:00 pm. <br />2. Roll Call <br />Board Members Present: Laura Scott Denton, Peter Gowen, Fiona Garvin, Helen <br />Moshak, Missy Davis, Mike Schantz, David Blankinship, Tom Neville <br />Board Members Absent: None. <br />City Council Members Present: None <br />Staff Members Present: Ember Brignull, Nathan Mosley <br />3. Approval of Agenda <br />Peter proposed to revise the agenda as follows: put Board Member Appreciation last. <br />Tom seconded. The motion did not pass. <br />Peter then moved to approve the agenda as written. Tom seconded. The motion passed <br />unanimously. <br />4. Approval of Previous Meeting's Minutes <br />Peter moved to approve the minutes as written. Tom seconded. The motion passed <br />unanimously. <br />5. Staff Updates <br />See updates provided by Ember Brignull on page 6 of the Dec. 2019 OSAB Meeting <br />packet. <br />A. Change Regarding City Council Liaisons to Boards: Nathan reported that Mayor <br />Stoltzmann decided not to appoint Board Liaisons, but instead to initiate a single <br />annual meeting for each Board with Council as a working group. Mike, Laura and <br />Helen expressed concern that a critical communication link between Council & <br />boards will be lost. Fiona noted that Jeff Lipton and Bob Muckle, as Council <br />Liaisons, provided additional Council perspective which has been very important <br />for OSAB to discuss issues effectively. Nathan told Board members that he <br />would try to serve as a communication conduit if needed. <br />B. Update on Elephant Park Playground: Nathan noted playground equipment will <br />be replaced and that swing set is being re -located to better separate playground <br />and Open Space. <br />C. Nathan reported that City Council has been working on their 2020 work plan.
