He stated there have been no changes in conditions or <br />policies since the original approval and therefore staff recommends approval. <br />Councilmember Brown asked if staff considered a shorter extension. Director Zuccaro <br />stated there were no concerns about the extension from the community or staff. <br />Public Comments — None. <br />Mayor Pro Tem Maloney moved to approve Resolution No. 6; seconded by <br />Councilmember Fahey. <br />Mayor Stolzmann stated the application meets the criteria as it, did for the first approval. <br />Councilmember Fahey agreed; nothing has changed so there is no reason to deny. <br />Mayor Stolzmann closed the public hearing. <br />Voice vote: all in favor. <br />DISCUSSION/DIRECTION — COMMUNITY PARK DOG POND CLOSURE <br />ALTERNATIVES <br />Director Mosely stated staff needs direction after being informed from the Colorado <br />Department of Public Health and Environment (CDPHE),that regulations now prohibit the <br />City from using reuse water in the dog pond at Community Park. Since this fall, staff has <br />been using potable water to allow use, but that is costly. Staff recommends closing the <br />pond to use by dogs. Most dog parks don't have water amenities and to make it usable <br />under the new rules would be expensive. The Parks Board supports the recommendation. <br />Mayor. Pro Tem Maloney asked if this approach would require filling in the pond or <br />continuing to fill the pond with water. Director Mosely stated the pond is used to irrigate <br />the park with reuse water; the water will need to remain but it will be closed to dogs. <br />Mayor Stolzmann asked why CDPHE changed the regulations. Director Mosely stated it <br />stems from people fishing in reclaimed water sources and consuming the fish. The <br />CDPHE determined the rule pertains to all recreational uses on reclaimed water, including <br />dog parks. <br />Mayor Stolzmann stated she wants to make sure there is a good communication to <br />residents explaining this change and why it is necessary. <br />Public Comments — None.. <br />Councilmember Lipton asked if landscaping will be added to this area. Director Mosely <br />stated there are no plans for additional landscaping just closing access to the pond. <br />Councilmember Lipton stated he would like to see more restoration of the site long-term. <br />
