Disturbance at Druid Arms

The Authority discussed the disturbance at Druid Arms, which was recently reviewed by the City
Prosecuting Attorney office. The Prosecuting Attorney determined that the criminal charges could not be
substantiated, and therefore intends to proceed with dismissal.

Attorney Light explained that the municipal court has a higher burden of proof in criminal violations than
does the Authority on the potential liquor violations.

Sergeant Riggins gave the Authority written statemems from the Druid Arms bartenders relative to the
incidem that evening. The Authority reviewed the written statements and the original reports of the
incident. It was determined that there was probable cause to proceed with a Show Cause Heating on the
alleged liquor violations.

Attorney Light was authorized to prepare an Order and Notice for a Show Cause Hearing and to contact
an attorney to represent the Authority as Special Prosecutor.

B.
