There are <br />three different ownership groups there. There were talk of improvements but <br />owners have stepped back. <br />If something happens, what can LRC do using Urban Renewal funds? Owners <br />will need to take lead? City staff needs to aggressively reach out. <br />In terms of actual blight, it is well maintained and mostly occupied. Bank <br />building does not function well. If owner wanted to tear it down, that would be a <br />good use of URA funds to assist with that. Ingress and egress into and from <br />parking lot is bad. <br />Hwy 42 where there are industrial functions and need for environmental <br />remediation could be an area for opportunity. <br />LRC wants staff to bring forward more items related to Downtown. Discuss <br />types of recommendations and how ideas should be generated. Have staff look <br />at low hanging fruit and put those into our priority list. <br />LRC would like updates on Hwy 42 from staff. Entrance to Louisville from Hwy <br />42 could use attention. Keep in mind Hwy 42 plan will not go on forever. Need <br />to enhance what we can. LRC should review Hwy 42 plan, along with staff <br />update. This could be done in conjunction with Council. Rail station did not <br />come to fruition but other things have. <br />It would be helpful to review how blight works. Personal opinion vs what the law <br />allows can be different. <br />2021-2022 budget process will start soon. That will inform LRC and provide <br />some opportunity for participation. <br />Economic Vitality Director Megan Pierce said it would be helpful to break things <br />into long term and short term for next discussion. 1 st quarter of 2020 she will be <br />more informed and present defined format for work plan. <br />Grain Elevator — staff has reached out to owner multiple times. <br />Direct business assistance specific TIF was a tough ask. That is not a high <br />priority for Chair Fisher.
