<br /> <br /> <br /> <br />LOUISVILLE REVITALIZATION COMMISSION <br />SUBJECT: APPLICATION FOR ASSISTANCE: 824 SOUTH, INC. FOR 957 MAIN <br />STREET / 824 SOUTH STREET <br />DATE: FEBRUARY 12, 2020 PAGE 2 OF 5 <br />As reflected in the attached materials, the applicant is seeking $261,742 in assistance <br />for improvements. <br /> <br />DISCUSSION: <br />The LRC generally reviews applications for public infrastructure improvement <br />assistance against three goals: <br />• Removal of blight factors; <br />• Positive effect on property values; and <br />• Advancement of the Urban Renewal Area (URA). <br /> <br />The following analysis of the project in relation to the goals does not detail the planning <br />related components, since the project has already received its PUD and SRU approvals <br />and construction is underway. There is a time sensitivity to the LRC’s consideration of <br />assistance, since the project would envision constructing ROW and utility improvements <br />early in the spring. <br /> <br />Removal of Blight Factors: <br />The 2006 Louisville Highway 42 Revitalization Area Conditions survey identified <br />properties that contributed to the blight conditions present in the area, as follows: <br />a. Deteriorating Structures <br />b. Faulty Street Layout <br />c. Faulty Lots <br />d. Unsanitary/unsafe Conditions <br />e. Deteriorating Site or other improvements <br />f. Unusual Topography or Inadequate Public Improvements <br />h. Danger to Life or Property from Fire or Other Causes <br />k.5 High Service Requirements or Site Underutilization <br /> <br />The Conditions Survey identified 824 South Street contributing to two of the identified <br />blight factors: (A) Deteriorating structures and (F) Unusual topography or inadequate <br />public improvements. During the Conditions Survey, this was an aging single family <br />residential home; it was also noted the property had unusualness or inadequacy in the <br />street pavement and overhead utilities. <br /> <br />The application for 824 South, Inc. identified eight of the eleven blighting factors they <br />believed to be present at the property. Outside of the two identified in the 2006 <br />Conditions Survey, they site: <br />• (C) Existing structure is located on west side of lot, away from Main Street, with <br />fenced yard on this important commercial corner. <br />• (D) 2-3 Underground structures used as cisterns, grease traps or wells. Sanitary <br />sewer is connected to the neighboring property. <br />• (E) Existing sidewalk and alley drive pan are deteriorated and in need of repair. <br />• (H) Existing building does not have fire sprinklers and is not adequate for <br />commercial use in current state. <br />Packet P. 8
