City Council Utility Committee <br />Meeting Minutes <br />Wednesday, October 30, 2019 <br />Page 3 of 5 <br /> <br /> <br /> <br /> <br />Councilmember Maloney commented that what we are getting from the <br />dashboards right now are very good. He continued with saying that when you take <br />a look at the revenue stream because of the consumptions of water this year and <br />the management decisions of deferring projects that this really helps with the <br />context and is really good information. Councilmember Stolzmann asked if there <br />were any other comments. Mayor Muckle commented that some people really liked <br />this but others panicked about the tap fee change which we will talk about later. <br />No other comments made. <br /> <br />VIII. Water Breaks <br /> Councilmember Stolzmann asked for an update on the recent water line breaks. <br />Mr. Kowar explained how last year the City experienced an uptake of water breaks. <br />The breaks were mostly a result of the aging system, some of which can be <br />attributable to pressure changes within the system caused by the new pump <br />station. Staff implemented new procedures to optimize the pump station and <br />minimized the pressure impacts on the system. Another thing we changed was <br />our leadership staffing and that brought more accountability to the team as far as <br />being on top of the breaks and being able to close them out faster. Councilmember <br />Stolzmann continued by thanking staff for correcting them and working with the <br />home owners. <br /> <br />IX. 2020 Tap Fees <br /> Mr. Kowar started with a summary of the information that was provided at the <br />Finance Committee. Mrs. Balser said the Finance Committee was planning on <br />putting the fees on consent but it wasn’t unanimous and went on to explain it is a <br />significant increase but on the other hand it’s not arbitrary and is based on the City <br />process and our typical base line CBT water price. Mrs. Balser asked for <br />clarification if the intent was to modify the tap fee setting process that was most <br />recently utilized in 2106. Councilmember Stolzmann stated the process is great <br />and we’ve talked about this before using the consistent process and predictable. <br />One concern that has been raised is this based on a single sale and it’s not a <br />predictor of future prices. Mrs. Balser stated that additional information can be <br />provided and is scheduled for a future Council Agenda. Councilmember <br />Stolzmann was in favor of clarifying the process and how we calculate our tap fees. <br />Committee agreed and Mrs. Balser said they’ll put something together for the <br />Council meeting. <br />X. Update – Legal <br /> Mr. Hill provide background on the Colorado Water Conservation Board (CWCB) <br />and Instream Flow Rights and how these impact the City’s water rights. Mr. Hill <br />advised that the timing of an instream flow right is not ideal and the City should <br />consider delaying any decision. Councilmember Maloney asked how long are <br />we expecting. Mr. Hill anticipates that in the next 3 to 5 years there will be further <br />progress on this topic. Mayor Muckle stated he is interested in pursuing this but <br />5
