The proposed ATS will be located next to pond #1, which is located away from any <br />internal access right of ways, thus will not create any detrimental impacts on the <br />internal efficiency. The proposed ATS will not create runoff in excess of historic <br />flows and will not impact existing drainage. This is a secured property which does <br />not allow public access to the internal area. Therefore this request does not pose a <br />threat to public safety on any existing public access areas. <br />This criterion has been met. <br />4. That external effects of the proposal are controlled, considering compatibility of land <br />use; movement or congestion of traffic; services, including arrangement of signs and <br />lighting devices as to prevent the occurrence of nuisances; landscaping and other <br />similar features to prevent the littering or accumulation of trash, together with other <br />factors deemed to effect public health, welfare, safety and convenience; <br />The primary external impact is clearly an issue of visual aesthetics. The applicant <br />has worked with staff in providing a design that would be compatible with the <br />surrounding area. One design option is for a monopole in the form of a pine tree; <br />another design is a monopole designed to match the existing Excel transmission <br />poles. Either design option is intended to blend in with the natural and built <br />environment. <br />This criterion has been met. <br />5. That an adequate amount and proper location of pedestrian walks, malls and <br />landscaped spaces to prevent pedestrian use of vehicular ways and parking spaces <br />and to separate pedestrian walks, malls and public transportation loading places <br />from general vehicular circulation facilities; <br />This is a secured property which does not allow public access to the internal area. <br />Therefore this request is not required to provide pedestrian access. <br />This criterion has been met. <br />STAFF RECOMMENDATION: <br />Staff has had numerous discussions with the applicant to insure that the proposed ATS <br />is compatible with the surrounding environment. The proposed ATS is to be located <br />near the center of a property that is approximately 330 acres in size, thus the issue of <br />direct public impact is minimized. <br />The applicant has provided two alternative designs for the proposed ATS: a monopole <br />design as a pine tree and a monopole designed to match the existing Excel <br />transmission poles.
