The second design shows an ATS designed to match the existing Excel Energy <br />transmission poles located out on the property. In this instance the cell equipment and <br />dish would be located within a monopole or ATS. The ATS would then be painted to <br />match the color of the transmission pole, which is cortan with a rust finish. This design <br />alternative would blend in with the existing pole structures located on the site and is <br />considered to be the design option which blends best with the surrounding structures. <br />ATS Height <br />The applicant is requesting a monopole of 80 feet, which would allow them to acquire <br />the same propagation signal that they currently have on the existing building. The <br />existing building, where their existing cell equipment is housed, is located on higher <br />ground that the proposed location, therefore the ATS needs to be taller from the ground <br />level to acquire the same signal height. <br />The maximum height established in the Industrial zone district is 50 feet. This request <br />would be 30 feet in excess of the permitted height. During the referral process a copy <br />of the application was sent to the Rocky Mountain Airport (RMA) which represented the <br />height proposal. Staff has not received any comments from RMA regarding the <br />proposed height. <br />ATS Setbacks <br />The LMC establishes setbacks, for principal uses, in the Industrial zone district as <br />follows: <br />Front setback: <br />Side setback: <br />Rear setback: <br />20 feet <br />10 feet <br />20 feet <br />According to the attached site plan, the proposed ATS will be located adjacent to <br />pond#1, which is located just west of the center of the site. In reference to setbacks, <br />the pond area is located approximately 1,300 feet from Campus Drive (to the north); <br />2,000 feet from the intersection of Health Park Drive and Campus Drive (to the <br />northwest); 1,300 feet from South 88th Street (west); 900 feet from US 36; and 3,600 <br />feet from South 96th Street (east). <br />Staff acknowledges that the proposed ATS complies with the required setbacks. <br />Ground Mounted Mechanical Units <br />The applicant is proposing to locate the ground mounted mechanical units (GMMU) <br />adjacent to the proposed ATS. According to the attached plans, the site required for the <br />GMMU is approximately 10 feet X 15 feet, and will be located on a concrete pad. The <br />proposed GMMU cabinets will stand approximately 5 feet 10 inches tall. <br />The LMC requires that the GMMU be screened from view, depending upon the location <br />of the GMMU to the adjacent property line. In this instance, the GMMU and ATS are <br />located within the subject property a distance greater than approximately 1,300 feet to <br />the nearest neighboring use (Monarch High School, to the north).
