Planning Commission <br />Meeting Minutes <br />March 20, 2008 <br />Page 5 of 8 <br />• Single -Family (front load) $500,000 - $700,000 <br />The phasing plan is designed to complete approximately 50% of the residential in Phase I, <br />followed with 50% of the commercial/retail in Phase 2, the remaining 50% of the residential in <br />Phase 2 and 3 and the final 50% of Commercial in Phase 4. <br />Russell asked if there was another development in the area that the Commission could use as a <br />comparison. <br />Brew stated he was not aware of any similar developments with several property owners. <br />Russell and Tengler addressed questions regarding the fiscal analys e Burch of EPS. <br />Burch discussed revenue sources, sales tax revenue stating the $A.. i 10 is for an annual basis at <br />buildout which should be approximately seven (7) years based on its per year. The sales tax <br />revenue does include in -flow from other developments. <br />Russell inquired about the CDOT permit and if it had been applied for b plicant. <br />Brew stated it had not been applied for because it starts a timing deadline wh ued. He <br />continued by stating the access points that had been agreed upon with CDOT. <br />Staff and Applicant Summary and Recommendation: <br />No additional comments or summary by staff. <br />Applicant stated his interest in the corrtments and discussion by the Commissioners. <br />Public Hearing Closed Commission Comments: <br />Loo stated her support of the project and her interest in a continuance to allow staff and applicant <br />to finalize some of the details addressed in the staff presentation. <br />Hartman stated her support of the project and recognized that traffic will continue to be a <br />problem until work is completed on HWY 42. She also stated her support for a continuance to <br />allow the staff and appli, nt the opportunity to final; e the details. <br />Russell asked if the num <br />editions was ered too many <br />Lipton answered that the Commission prefers to not forward too many conditions to City <br />Council. <br />Russell stated it looked to that 1/3 of the conditions require coordination with other <br />agencies and would remain s conditions through City Council. He stated he liked the <br />development but continues to have concern with the connectivity to other areas of Louisville. <br />Lipton stated his support of the project because they have developed the project following the <br />Comp Plan, provided a diversity of housing stock, and have done the trail planning that can be <br />done on the site until the other surrounding properties are developed. He supports a continuance <br />to allow the staff and applicant to work on the final resolution with conditions. <br />Tengler also stated his support of the project and the continuance to another meeting. <br />Pritchard stated his support of the project. He stated that connectivity is a regional issue that will <br />not be solved by just this project. The trails as planned will allow other developments to create <br />the connectivity needed for downtown. He also stated his interest in a continuance. <br />Russell asked staff what would be gained by continuing to another meeting. <br />
