Revitalization Commission <br />Minutes <br />February 12, 2020 <br />Page 4 of 5 <br />Staff and Commissioners discussed the process necessary to advance this to <br />City Council on March 3rd. <br /> <br />Commissioner Gambale made a motioning asking staff to prepare an <br />agreement and move this request forward. Commissioner Tofte seconded the <br />motion. Council Member Lipton again clarified patio seating is not part of the <br />request; this will be clarified in future materials. <br /> <br />Commissioner Bradfield asked for pro forma data on uses related to sales tax. <br />Staff indicated any analysis would be based on very broad assumptions since <br />the exact mix of uses for the project has not yet been determined. <br /> <br />All in favor. <br /> <br />Vice Chair Adler made a motion for a special meeting Friday, February 21st at <br />7:30 am. Commissioner Gorsevski seconded. All in favor. <br /> <br />• Discussion – LRC Goals and 220 Work Plan <br />Based on the Commission’s request, Economic Vitality Director Pierce drafted <br />broad goals; these plus the other feedback received was incorporated into the <br />packet version. Commissioners requested 824 South Main project be added to <br />Project Area #5. <br /> <br />Commissioners provided additional input to refine the goals. They suggested <br />re-ordering them so that Goal #2 would be listed first. Existing Goal #1 will be <br />re-worded to read: “Participate in funding public infrastructure improvements <br />that will provide community benefit.” Existing Goal #3 will be revised to say: <br />“Form public-private collaborations to provide financial assistance that <br />stimulates growth and reinvestment in the Urban Renewal Area.” <br /> <br />Commissioner Bradfield suggested the Project Areas should be prioritized so <br />staff has clear direction. Commissioners reviewed several other suggestions on <br />wording of the Actions; these will be incorporated for review at the March <br />meeting. <br /> <br />• Discussion – Fee or Cost Sharing of TIF Assistance Analysis <br />Director Pierce noted that due to the time, the discussion on implementing a fee <br />or cost sharing policy for applicants requesting direct financial TIF assistance <br />would be reviewed at the March meeting. <br /> <br />• Discussion – TIF Funding Projections <br />Director Pierce briefly reviewed the packet materials, including the last long- <br />term projection that was performed in January 2019 and the 2020 LRC budget. <br />Agenda Packet P. 5
