L <br />City <br />Louisville <br />COLORADO - SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 8B <br />SUBJECT: <br />DISCUSSION/DIRECTION/ACTION — AIRPORT NOISE <br />MITIGATION UPDATE & CONSULTANT CONTRACT FOR <br />PHASE II <br />DATE: FEBRUARY 4, 2020 <br />PRESENTED BY: EMILY HOGAN, ASSISTANT CITY MANAGER FOR <br />COMMUNICATIONS & SPECIAL PROJECTS <br />MEGAN DAVIS, DEPUTY CITY MANAGER <br />SUMMARY: <br />In 2019, the City of Louisville partnered with the Town of Superior to address noise from <br />Rocky Mountain Metropolitan Airport (RMMA). Following a number of complaints from <br />residents about noise from RMMA, the City and Town hired aviation consultant ABCx2, <br />which has specialized experience in working with communities and airports to address <br />noise issues. During Phase I of the project, ABCx2 completed a baseline assessment <br />and developed recommended strategies based on their findings. <br />STRATEGIES UPDATE: <br />The consultant's recommended strategies are grouped by the following focus areas: <br />flights operations/procedures/practices, community outreach/engagement, industry <br />outreach/engagement, land use planning/zoning/development and regional <br />collaboration. The following work on the recommended strategies has been completed <br />to -date: <br />Flight Operations/Procedures/Practices <br />• Encourage quieter operating procedures — in late 2019, RMMA released updated <br />noise abatement procedures to lessen the impact of aircraft activities on adjacent <br />neighborhoods through voluntary measures. ABCx2 worked with RMMA to <br />establish a Noise Task Force that consists of airport officials, business owners <br />and tenants to establish the group and spearhead an updated noise abatement <br />program. City/Town staff has asked ABCx2 to focus on measuring compliance <br />with the voluntary program and impact on noise during Phase II of the project. <br />• Route aircraft away from dense residential areas — see "encourage quieter <br />operating procedures" update above. <br />• Increase aircraft altitudes when/near residential areas — see "encourage quieter <br />operating procedures" update above. <br />• Reduce nighttime operations — see "encourage quieter operating procedures" <br />update above. Additionally, flight schools have voluntarily stopped departures in <br />the evening beginning at 10 pm. Staff will work with the airport and ABCx2 to <br />measure compliance with these voluntary measures and impact on noise. <br />CITY COUNCIL COMMUNICATION <br />
