SUBJECT: AIRPORT UPDATE & CONSULTANT CONTRACT FOR PHASE II <br />DATE: FEBRUARY 4, 2020 <br />PAGE 7 OF 8 <br />• Work with City/Town staff to provide subject matter expertise in prioritization of <br />noise abatement recommendations and advocate for implementation through the <br />airport's Noise Task Force. The consultant will attend a prioritization workshop <br />with the Council/Board facilitated by City/Town staff and provide technical and <br />subject matter expertise. Staff will also ask the consultant to review actions items <br />for strategies and ensure that details (i.e. cost, timeline, level of impact, approval <br />process, next steps) are accurately captured prior to the workshop. <br />• Continue to participate on the Noise Task Force, providing technical and subject <br />matter expertise, and advocating for City/Town priorities. <br />• Continue to develop relationships with RMMA industry/tenants with a focus on <br />efforts to promote voluntary compliance with noise mitigation measures. <br />• Encourage industry awareness/training with a focus on aircraft noise impacts and <br />implementation of policies, practices and procedures in alignment with City/Town <br />priorities. <br />• Develop outreach campaign to reach tenants, airport users and other <br />stakeholders that do not participate in Noise Task Force to encourage <br />compliance with voluntary measures. <br />RECOMMENDATION: <br />Staff is recommending approval of the contract with ABCx2 for Phase II of the project. <br />Staff is also requesting that two Councilmembers be appointed to represent the City <br />during the upcoming prioritization workshop and continue to serve as City Council <br />liaisons on this item. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />One of the objectives of the Public Information & Involvement Sub -Program is giving <br />residents the opportunity to get involved and influence decision -making. This project <br />incorporates resident input and develops solutions to address concerns regarding <br />airport noise. It also incorporates a collaborative approach with a regional partner to <br />address an issue of mutual interest, which is a Critical Success Factor from the City's <br />Strategic Plan. <br />FISCAL IMPACT: <br />Staff estimates that an investment of $40,000 in 2020 will advance the implementation <br />of Phase II. The City has agreed to split the cost of the project with the Town ($20,000 <br />each). The consultant contract is for a not -to -exceed total of $30,000 (including travel <br />expenses) with an additional $10,000 remaining for unanticipated expenses and <br />resources for the community noise roundtable. Funding for this item will be included in a <br />future budget amendment. <br />CITY COUNCIL COMMUNICATION <br />
