Louisville City Council <br />Study Session Summary <br />March 10, 2020 <br />Page 2 of 3 <br /> <br />Director Zuccaro noted that the funding resolution was recently updated so that the loan interest <br />rate was two percent below prime, not to go below one percent, in order to make the loan <br />program more attractive. <br /> <br />Ms. Haley reviewed plans and goals in the packet. The top goal is to have thorough <br />guides/brochure that outlines what programs are available. The Historic Preservation <br />Commission (HPC) wants to have material people can pick up. They are creating a <br />subcommittee to work on this material. Mr. Dunlap said HPC programs are the envy of other <br />communities. He thanked Felicity for all of her work. HPC has become better educated and are <br />reaching people in the community with more thought going into what they do. Fund balance is <br />$2 Million. They expect more activity once the increase in grant funding amounts are more <br />known to the public. <br /> <br />Projects in the overlay have been professionally evaluated and prioritized. There was <br />discussion of analyzing the overlay and prioritization of properties. Council encouraged HPC to <br />look at what OSAB has done prioritizing properties. <br /> <br />The effectiveness of the current old town zoning and demolition review was discussed. The <br />review of the old town overlay is on the council work plan. A consultant will be hired. There was <br />a discussion of historic districts and the appropriateness of them. The amount given to <br />incentivize landmarking homes was discussed. <br /> <br />Can funds be used to hire a consultant to help with marketing the program? Director Zuccaro <br />noted that this could be considered. <br /> <br />The City needs guidelines to create a list of priority properties for landmarking. A question was <br />raised as to whether such a list could be developed similar to OSAB. Staff will get city attorney <br />guidance on developing a list. <br /> <br />Mr. Dunlap is producing an article for the Louisville Downtown Business Association newsletter. <br />He would like to consider IT support to have properties in old Town be able to point and click to <br />identify landmarked properties. <br /> <br />Council member Lipton thanked the HPC for the great energy and thanked Felicity for her work <br />for the City of Louisville. <br /> <br />Advanced Agenda & Identification of Future Agenda Items <br />Cottonwood master plan will be on a future agenda. <br /> <br />March 31st the City will have an update on median contract and design. City Council wants more <br />engagement. <br /> <br />Coronavirus – The City is working on operational plans. And continuing to get public <br />information. City Manager Balser is participating on calls with BVSD, Boulder County, CDPHE, <br />and Boulder County Health, Boulder OEM. Operational plans may include closed facilities or <br />reduced services. We will follow their lead however we are moving forward. Senior Center, meal <br />sites – working with Boulder County as to how to get meals to seniors. If the decision is made to <br />close, it will happen very quickly. Emergency plans, succession plans were discussed. City will <br />need communications strategy. Council would like the Mayor to be the face of the <br />communication. Staff will see if anyone is available from Boulder County to attend the March <br />17th City Council meeting.
