Within a multiple-district structure, it may be appropriate to allow <br />boundary changes among the districts, but only for property within the development. <br /> <br />• If a multiple-district structure is permitted, require safeguards to ensure that property <br />owners in all districts are able to meaningfully participate in financial decisions affecting <br />them. <br /> <br />• Require both the district proponents and the district, when formed, to execute indemnity <br />letters in favor of the City; however, the practical value of any indemnity is of course <br />limited by the financial resources of the indemnifying party. <br /> <br />• The service plan (and/or related intergovernmental agreement) should also include <br />agreements as to payment of and security for the City's expenses in connection with <br />service plan modifications, administrative approvals and the statutory process for review, <br />every five years, of the status of the district’s financing. <br /> <br />Conclusion. The above information is intended as an overview of metro district issues.
