Within a multiple-district structure, it may be appropriate to allow boundary changes among the districts, but only for property within the development. • If a multiple-district structure is permitted, require safeguards to ensure that property owners in all districts are able to meaningfully participate in financial decisions affecting them. • Require both the district proponents and the district, when formed, to execute indemnity letters in favor of the City; however, the practical value of any indemnity is of course limited by the financial resources of the indemnifying party. • The service plan (and/or related intergovernmental agreement) should also include agreements as to payment of and security for the City's expenses in connection with service plan modifications, administrative approvals and the statutory process for review, every five years, of the status of the district’s financing.
