6 <br />Criteria for Formation <br />State statutes provide the City Council “shall disapprove” the <br />service plan unless evidence satisfactory to the City Council <br />of each of the following is presented: <br />There is sufficient existing and projected need for organized <br />service in the area to be serviced by the proposed district <br />The existing service in the area to be served by the proposed <br />district is inadequate for present and future needs <br />The proposed district is capable of providing economical and <br />sufficient service to the area within the proposed boundaries <br />The area to be included in the proposed district has, or will <br />have, the financial ability to discharge the proposed <br />indebtedness on a reasonable basis <br />Some Policy Issues <br />City Council may desire to remain the one and only “general <br />purpose” local government in the area <br />City to establish priorities for key issues affecting all citizens <br />Metro district would have its own elected officials and may <br />choose different priorities (but still subject to City codes and <br />regulations) <br />Metro districts can erode the power of the City Council to <br />determine the City’s direction and destiny <br />A measure of power is, in essence, transferred to the district <br />District’s governing body and voting constituency is made up <br />of “eligible electors” <br />Not necessarily taxpayers or residents of the district or City <br />20
