City Council <br />Meeting Minutes <br />March 17, 2020 <br />Page 4 of 5 <br /> <br />Councilmember Leh moved to approve the resolution with an amendment to add a <br />Councilmember to the list of members to be appointed and that the Councilmember be <br />Chair. Mayor Pro Tem Maloney seconded the motion. <br /> <br />Councilmember Dickinson asked Councilmember Leh why he feels this is needed as all <br />recommendations from the Task Force will come back to the City Council. <br /> <br />Councilmember Leh stated he thinks it is important for the task force to have some <br />context to know what else the City is doing and how that affects their recommendations. A <br />Councilmember can give that context to keep them focused on what is realistic. <br /> <br />Councilmember Dickinson stated he does not feel the change is necessary. <br /> <br />Roll call vote; 5-1 approved (Councilmember Dickinson voting no and Councilmember <br />Brown absent). <br /> <br />APPOINTMENT OF PRESIDING MUNICIPAL JUDGE AND DEPUTY MUNICIPAL <br />JUDGES <br /> <br />Councilmember Leh reviewed the process used to get here. The City advertised the <br />positions and received 30 highly qualified applicants. After reviewing those the Legal <br />Review Committee conducted five interviews and is recommending appointing David <br />Thrower Presiding Judge and Rob Gunning and Karolyn Moore as Deputy Judges. He <br />reviewed some of the experience of each of the judges. If appointed, staff will bring back <br />contracts for Council approval and follow that by swearing in the new judges. <br /> <br />Councilmember Leh made a motion to appoint David Thrower as Presiding Judge and <br />appoint Rob Gunning and Karolyn Moore as Deputy Judges of the Louisville Municipal <br />Court subject to approval of contracts; seconded by Councilmember Fahey who added <br />the applicants were very qualified and she feels these are the three most appropriate for <br />Louisville. <br /> <br />Mayor Stolzmann agrees there were great applicants and she feels confident anyone <br />coming before one of these judges will receive a fair and just hearing. <br /> <br />Roll call vote; 5-0 approved (Councilmember Brown absent). <br /> <br />CITY ATTORNEY’S REPORT <br /> <br />None. <br /> <br />COUNCIL COMMENTS, COMMITTEE REPORTS, AND IDENTIFICATION OF FUTURE <br />AGENDA ITEMS <br />
