Eo

Election of Authority Officers

Chairperson Jeffers addressed the members and announced that he would not seek the
Chair for 2000. He indicated that new leadership and perspective would be beneficial to
the Authority.

POLICE DEPARTMENT REPORT

A. Incident at Pine Street Junction.

Steve Jokerst was present on behalf of the Police Department. The Authority asked
Officer Jokerst if he was familiar with the motorcycle rally incident that occurred at Pine
Street Junction September 26, 1999 and the subsequent report. Officer Jokerst
commented that he was familiar with the incident and the report, and was one of the
officers called to Pine Street on that date.

Members discussed that the report of the incident at Pine Street Junction had been
included in two prior Authority packets at the request of Sergeant Riggins. Members
were unsure as to what action Sergeant Riggins was requesting by the Authority. Officer
Jokerst commented that the report was strictly informational and that no alcohol related
citations were issued on the day of the incident.

Chairperson Jeffers felt it might be appropriate to send a letter of support to the license
holders of Pine Street Junction commending them for their quick response in calling the
Police Department and their subsequent cooperation. Included in the letter would be the
Authority's hope that similar, potentially volatile situations would not occur.

B. Incident at Gentleman Jim's

The Authority reviewed a police report, alleging two (2) counts of service of alcohol to
persons prohibited at Gentleman Jim's Bar & Grill on January 10, 2000. Citations were
issued to the bartender Alyssa Anderson and the owner James Hayden. The incident
involved the stopping of a vehicle backing at a high rate of speed in the parking lot of the
Centennial Center shopping center. Both the driver and passenger appeared to be
intoxicated. Both arrested stated they had been drinking in Gentleman Jim's that evening.

After lengthy discussion by the Authority, it was the consensus that a Show Cause
Heating on the alleged liquor violations should be scheduled for the March 27, 2000
meeting, with an order and notice sent to the licensee.

4
