City Council Legal Review Committee <br />Meeting Minutes <br />May 20, 2020 <br />Page 3 of 4 <br />Public Comments <br />John Leary, 1116 LaFarge Avenue, asked how information presented at an <br />electronic quasi-judicial hearing will be made available to the public. He also <br />asked how gaps are handled when a person's feed drops during an electronic <br />meeting. <br />Councilmember Leh suggested adding specific procedures on how materials for <br />the meeting could be handled and made available to the public prior to and <br />during the meeting. <br />Members discussed if there are other options for the meeting platform and what <br />ADA requirements we may need to address if meeting electronically. <br />Councilmember Brown noted his concerns that electronic meetings are not as <br />accessible as they should be. <br />Councilmember Fahey noted the electronic meetings are actually more <br />accessible for some people who can't come to meetings in person. <br />Councilmember Leh moved to send to Council the draft resolution with the <br />changes suggested tonight but noting that the Committee is not necessarily <br />endorsing the provisions, but simply recognizing this is consonant with the <br />Council majority from the last discussion. Councilmember Fahey seconded. <br />Passed 2-1 <br />Brown voting no stating he doesn't feel this resolution has addressed enough of <br />his concerns. <br />DISCUSSION/DIRECTION — POSSIBLE OPTIONS FOR IN -PERSON QUASI- <br />JUDICIAL HEARINGS DURING COVID-19 RESTRICTIONS <br />Muth stated after reviewing options, staff recommends that when in -person <br />meetings begin the best option will be to broadcast meetings with a call in option <br />for any resident that doesn't want to attend in -person. <br />Councilmember Brown stated he likes the option of having in -person meetings <br />with the ability to bring people into speak while keeping the room attendance low <br />and having a call in option. <br />Public Comments <br />John Leary stated he is concerned that even with in -person meetings that does <br />not solve the concern that people can't collect signatures for a referendum due to <br />
