$40,000 limitation on matching grants when there is a "showing of extraordinary circumstances <br />relating to building size, condition, architectural details, or other unique condition compared to <br />similar Louisville properties" and applicant matches "at least one hundred percent (100%) of the <br />amount of the grant'. <br />Two extraordinary circumstances grants have been approved in the past. The initial grant <br />request and the amount ultimately awarded are summarized in the table below: <br />Date Approved <br />Max. Staff recommends that the matching grant be limited to $61,775 (the $40,000 grant <br />maximum plus $21,775 match for foundation work to both the house and porch). <br />New Construction Grant: <br />In addition to the preservation grants, the applicant is also requesting a $15,000 new <br />construction grant under Resolution No. 17, Series 2019. "Owners of landmarked property on <br />which additions to existing residential structures are proposed are eligible for matching grants of <br />up to $15,000 for new residential construction that, beyond mandatory requirements, <br />substantially limits mass, scale, and number of stories, preserves setbacks, and protects the <br />historic integrity of the property and its environment by differentiating new work from the old. <br />Qualifying new construction must maintain the existing height of the historic structure over the <br />first 113 of the overall structure and have a floor area ratio (FAR) 10% below what is allowed by <br />zoning. " <br />Staff finds that the proposed design does limit the mass and scale of the proposed addition, <br />maintains the existing height of the historic structure over the first 1/31d of the overall structure, <br />and preserves the existing front and side setbacks of the historic structure. The proposed new <br />construction is clearly differentiated from the historic portion of the structure. The maximum floor <br />area ratio (FAR) for this property is 0.45 following landmarking or 4,116 SF. Ten percent below <br />that would be an FAR of 0.405 or 3,704 SF. The FAR for the property following the addition <br />proposed by the applicants is 2,926 SF. Based on that, staff recommends approval of the new <br />construction grant in the amount of $15,000. <br />12 <br />
