SUBJECT: REOPENING AND RECOVERY <br />DATE: APRIL 28, 2020 PAGE 6 OF 7 <br />Special Events — There are many planned City -sponsored and privately conducted <br />(City permitted) special events that are over 50 people, including the 4t" of July, <br />Concerts in the Park, Labor Day parade and events, bike and running races, and <br />festivals. The Safer at Home order does not allow for gatherings over 10 people. <br />Therefore, staff recommends that any large gatherings of more than 10 are cancelled <br />through June, and events scheduled beyond that will be revisited on a continual basis <br />for the duration of the Safer at Home phase. The Louisville Cultural Council will be <br />meeting next week to discuss and make alternate plans for the June Concerts in the <br />Park. The Farmers Market will continue to move forward, incorporating social <br />distancing and public health measures, as it is considered a critical service for <br />grocery/food retail. <br />Main Street Patios — Staff will continually monitor the possibility of patio installation, <br />based on the reopening of restaurants and guidance around in -person restaurant <br />services. All use of the patios would be required to be consistent with public health <br />guidelines. The revenue from the patio fee is approximately $28,000, which helps cover <br />installation and capital replacement costs of the patios. Staff recommends that the fee is <br />waived in 2020. The revenues could be backfilled by general fund if desired, and staff <br />can bring forward other opportunities to reduce City -related business costs if Council is <br />interested. <br />Public Meetings/Hearings - Staff is also considering how public meetings may be <br />conducted in the near future, specifically quasi-judicial meetings, with restrictions on <br />gatherings, social distancing requirements and limited facility space. Staff is exploring <br />possible locations to facilitate these meetings consistent with public health guidelines. <br />BCPH is preparing guidance on the most appropriate way to handle large public <br />meetings and hearings. <br />FISCAL IMPACT: <br />Individual fiscal analysis is required for each facility and program under consideration. <br />Staff will continue to consider fiscal impacts of opening/not-opening specific facilities. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />The discussion as to when to reopen City facilities impacts all programs and <br />subprogram areas. <br />RECOMMENDATION: <br />Staff is requesting discussion and direction from City Council on the reopening of City <br />facilities. <br />ATTACHMENT(S): <br />1.
