City Council Utility Committee <br />Meeting Minutes <br />Tuesday, May 12, 2020 <br />Page 2 of 8 <br />VII. Dashboard <br />Page 9 — Mr. Peterson presented and explained the dashboard referenced a <br />snap shot of all three utilities for the first quarter up through March. The first two <br />pages are in reference to the water utility. Mayor Pro Tem Maloney asked for <br />clarification on the graph data as 2020 was not listed. Mr. Kowar said that the <br />missing 2020 was caught after the packet was posted. The Committee discussed <br />the chart and the importance of showing cumulative data for historical use. The <br />Committee decided to change some of the formatting for better understanding. <br />Mr. Ahrens and Mr. Peterson will make changes to future charts/graphs. <br />Page 10 — Mr. Peterson explained the second page of the water dashboard is a <br />breakdown of water produced at the treatment plants versus water billed to <br />customers. The value is an approximation of the City's water loss or water that <br />doesn't generate revenue. Mr. Kowar went into further explanation by providing <br />additional background of the water system and the operations. Mayor Pro Tem <br />Maloney commented that the Dashboards are a work in progress and that it <br />needs to be more intuitive so everyone can understand it and any changes that <br />staff can make would be helpful. Councilmember Fahey stated she likes the idea <br />of doing averages over the cumulative year to see what the changes are. Mr. <br />Kowar said we'll add nonrevenue items and make additional modifications and <br />evolve this part for a better understanding. <br />Page 11 — Mr. Peterson stated that the wastewater dashboard is simpler <br />compared to water as it lacks tracking of usage. A look at 2020 revenues and <br />expenses are tracking within typical ranges and there is nothing abnormal to <br />report. Councilmember Lipton asked about the operating expenses and if there <br />were any impacts from seasonality or irrigation. Mr. Kowar explained that <br />wastewater is pretty predictable and there isn't a lot fluctuation. Increases in <br />wastewater flow are experience more during rain events. Councilmember Fahey <br />asked to add historical averages to the wastewater dashboards as well. Mr. <br />Ahrens and Mr. Peterson will work together to update. <br />Page 12 — Mr. Peterson said the stormwater dashboard shows the City tracking <br />slightly ahead on revenues and is very consistent. Councilmember Fahey asked <br />if the averages can be added here too. Mr. Kowar said we can pull in the last <br />two years and Mr. Ahrens & Mr. Peterson will update information. <br />Page 13 & 14 — Mr. Peterson explained that this section highlights water <br />consumption to correlate temperature and precipitation and compared 2018 <br />through 2020 and 2019 through 2020. He went on to say these graphs are being <br />used to track possible changes in use patterns resulting from the COVID-19 <br />pandemic. Usage will be tracked closely as staff continue to monitor economic <br />impacts from COVID-19 to the Utility. Councilmember Lipton asked to remove <br />acronyms and abbreviations to allow for a cleared message with the public. <br />Councilmember Fahey commented this is very good information and happy to be <br />getting it. Mayor Stolzmann wanted to bring the new members up to date on what <br />was previously discussed related to confusion from last summer between billing <br />problems with a neighboring city and residents of Louisville thinking it was a <br />M <br />
