1. <br />New additions and adjacent or related new construction shall be <br />undertaken in such a manner that if removed in the future, the essential <br />form and integrity of the historic property and its environment would be <br />unimpaired. <br />Staff finds that the proposed changes would maintain and enhance the historic character of the <br />building. Section 15.36.120 of the LMC gives the criteria for evaluating alteration certificates and <br />based on the proposed design, staff finds that the proposed design meets the following <br />applicable standards: <br />C.1. The effect upon the general historical and architectural character of the structure <br />and property. <br />Staff Response: Staff finds that the proposed work will remove modern materials from <br />the structure and return it to a more accurate historical appearance based on <br />photographs and intact historic materials found on neighboring properties. These <br />changes will have a positive impact on the historic structure and property. <br />C.5. The effects of the proposed work in creating, changing, destroying, or otherwise <br />impacting the exterior architectural features of the structure upon which such work is <br />done. <br />Staff Response: Staff finds that the proposed work will repair existing historic materials <br />and features when possible. Where historic materials are missing, historically accurate <br />replacement materials will be added. <br />C.8.F. Deteriorated historic features shall be repaired rather than replaced. When the <br />severity of deterioration requires replacement of a distinctive feature, the new feature <br />shall match the old in design, color, texture and other visual qualities and, where <br />possible, materials. In the replacement of missing features, every effort shall be made to <br />substantiate the structure's historical features by documentary, physical, or pictorial <br />evidence. <br />Staff Response: Staff finds that the proposed changes to the house meet this standard. <br />The proposed work includes the replacement of missing features (front door <br />replacement, door and window trim, front porch columns) and those changes are based <br />on pictorial evidence from the Boulder County Assessor's photo and historic materials <br />found on neighboring properties from the same time period. <br />GRANT CRITERIA ANALYSIS: <br />The applicants are requesting approval of a Preservation and Restoration Grant for <br />rehabilitation and restoration work on the structure at 917 LaFarge Avenue. The total grant <br />request is $40,000 and would be matched by the applicant at 100%. This grant would be in <br />addition to the $5,000 signing bonus for landmarking the structure and the $4,000 grant for the <br />Historic Structure Assessment previously approved for the property. <br />24 <br />
