Planning Commission <br />Meeting Minutes <br />September 12t", 2019 <br />Page 5 of 12 <br />Shaida Libhart presented the Transportation Master Plan, or TMP, which she explained <br />was meant to function as a blueprint for transportation project development and to <br />identify funding needs and priorities. There were further details to figure out and studies <br />to conduct after the completion of the TMP. <br />Libhart explained that the TMP had received over 1,500 comments and hundreds of <br />map ideas and that, overall, substantial community involvement helped shape the plan. <br />The TMP contained 4 key policies: <br />1. Great Streets: Street design coordinated with community needs and land uses. <br />2. Walkable/Bikeable Places: Network connectivity and accommodations. <br />3. TOD Guidelines: Opportunities to leverage investments, increase economic <br />development, and support sustainability. <br />4. Applications for Technology: Utilize technology to increase equitable mobility <br />options and improve efficiency of the network. <br />The TMP contains many projects that fall into the following categories, all of which are <br />meant to work together and focus on safety: <br />1. Corridor improvements <br />2. All ages and abilities bicycle network <br />Libhart explained that this category emphasizes safety and connectivity using low - <br />volume, low -speed streets where possible. The plan divides streets into larger streets <br />and neighborhood streets, which allows staff to make sure that neighborhood streets <br />maintain their low -speed, low -volume character. <br />3. Connectivity and safety improvements <br />4. Downtown connector trail <br />5. Transit vision and service needs <br />Brauneis asked if there was an overlay that would help determine the routes students <br />take between home and school. <br />Libhart replied that they did not have specific information on where students live, but <br />they tried to look at where the schools are and look at the primary trails and corridors <br />nearby to create safe routes to schools. She added that there was a program to create <br />safe routes to school in the plan. <br />Libhart noted that intersections were the places with the most crashes and the TMP <br />identified the safety hotspots to focus on, particularly school intersections, key <br />destinations in the city, and trail crossings. The TMP also identified potential underpass <br />locations. <br />Brauneis asked if the TMP gave staff enough to make any aspect of this plan a reality. <br />Ritchie replied that planning staff had spent hours and hours with other department <br />staff, talking about feasibility in these specific places and the plan represented a good <br />collaboration with an outside consultant. <br />7 <br />
