FOREWORD <br />This publication is intended as a general introduction and reference guide to Colorado municipal government. <br />State statutes provide considerable details on what municipalities can and cannot do. This publication is not intended <br />as a substitute for referring to the actual statutes and constitutional provisions cited in the accompanying footnotes, <br />or for competent legal counsel. <br />It also is emphasized that the majority of this publication is focused on the structure and operation of statutory cities <br />and towns. Home rule municipalities are constitutionally separate entities from statutory cities and towns, and are <br />generally governed by Article XX of the Colorado Constitution and their home rule charter. Although municipal home <br />rule in Colorado is generally summarized in the "Classes of Municipalities" section, and briefly referenced in other <br />sections of this publication, a more comprehensive examination of municipal home rule in Colorado can be found in <br />CML's Home Rule Handbook and the Matrix of Colorado Home Rule Charters.
