City Council Legal Review Committee <br />Meeting Minutes <br />June 10, 2020 <br />Page 4 of 4 <br />Councilmember Fahey stated that if at all possible she would like meetings <br />online. She would like the City to adopt criteria for when in -person meetings can <br />take place. <br />Councilmember Brown stated there are objective measures that can be used to <br />establish those criteria. He noted items such as testing infrastructure, case rates, <br />and local out breaks. He agreed many issues can be handled electronically but <br />for some others we need an in -person option. <br />Councilmember Leh moved to recommend the Council continue to meet <br />electronically through and including July 1411 and discuss options at that meeting. <br />Seconded by Councilmember Brown. All in favor. <br />Legal Committee will meet before that meeting to discuss additional details and <br />make a recommendation. <br />How Other Cities are Handling Quasi -Judicial Hearings <br />Councilmember Leh asked if the City needs to put in place specific procedures <br />for quasi-judicial hearings. City Attorney Kelly stated those can be put in place <br />but we should be careful not to make participation too difficult. She noted other <br />cities have been having quasi-judicial hearings electronically and it is going fairly <br />well. <br />Members agreed new procedures are not needed at this moment and the City <br />Attorney will work on some for future quasi-judicial hearings. <br />DISCUSSION ITEMS FOR NEXT MEETING <br />Councilmember Brown asked that the Legal Committee discuss what options <br />there are for electronic signature gathering for referenda petitions. <br />Councilmember Fahey agreed. <br />ADJOURN <br />The meeting was adjourned at 8:46 pm. <br />
