Planning Commission <br />Meeting Minutes <br />June 11, 2020 <br />Page 14 of 19 <br />research to figure out the increase in resources needed in order to uphold the expected <br />custom service needed within the community. The revenue received from Redtail will <br />help with any needed expansions. Regarding the increase of commercial tenants and <br />residential residents, we see this as an opportunity to bring more economic advantage <br />to the downtown area. <br />Rice asks that regarding the real estate taxes, on the proposed build out section of <br />table, is that gross real estate taxes. <br />Baukol says yes those are. <br />Rice says so this is not the money that is coming to Louisville. <br />Baukol says that is correct. <br />Rice says that in regards to the concurrency requirements, staff was recommending two <br />conditions. What is your view on staff's proposal of having these conditions? <br />Baukol says that in the development proposal, 43% of it is commercial office space. We <br />cannot afford not to do the commercial portion. Having the mix use will help alleviate the <br />concern of building only the residential and not continuing with the commercial space. In <br />regards to staff's proposal of the conditions, with what staff has projected, we have not <br />had enough time to go through and review it. We believe that it will be difficult for <br />Erickson Living Center to approach this through a phasing plan. That is not their <br />standard approach. We are still working with staff for a plan that will work for the city, <br />Erickson, and us. <br />Public Comment: <br />Bob Muckle, 1101 Lincoln Ave <br />Muckle says that there is a lot to like about the project. The presence and continuing <br />presence of Medtronic as well as the public amenities are key factors. The public <br />amenities and other items mentioned that he is in favor of are the trails, dog parks, the <br />proposal to not expand Paradise Lane, and the affordable housing. <br />Outside of the Medtronic and Erickson Senior Living portions of the proposal, the rest of <br />the development seems too big. He is also worried about the proposed changes to the <br />road sections. He mentions that the project might be better phased. For example, <br />sections A, B, and C be in the first phase, which might give the community more time to <br />adapt. These increases do concern him in that it could take away the small town aspect <br />that is Louisville. <br />Stephen Armstrong, 541 Manorwood Ln <br />Armstrong mentions that he has been working at Medtronic for 17 years and is a 4 year <br />resident of Louisville. He loves the Louisville environment and sees great opportunity for <br />this proposed development. He thinks it adds more choices to the residents and helps <br />financially as well. He mentions that as his prospective of being an employee of <br />Medtronic, it is a great opportunity for Medtronic to be more a part of the community. He <br />
