He thought that <br />the process and the public comment made the project better, even without specific <br />direction from Council. He liked the southern section more than the northern section, but <br />that was an aesthetic opinion and the architecture met the criteria. Hsu noted that the <br />third -floor windows could be judged not to be traditional according to the language in the <br />guidelines, but he thought that could be waived since there were benefits to having <br />windows there. He felt that the calculations for the parking spaces were correct. <br />Williams stated that one of the reasons she voted yes the first time was to keep Boulder <br />Creek Neighborhoods in Louisville and she was disappointed to hear that they might <br />leave downtown. She asked the applicant to remember to consider their neighbors <br />during the construction process. <br />Howe stated that it was an opportunity to improve what was there currently. <br />Brauneis stated that the project stitched the fabric of the block together and replaces a <br />current dead zone downtown. He also thanked Mr. Leary for his long-term insights. <br />Hsu moved to approve Resolution 1, Series 2019. Hoefner seconded. Roll call vote. All <br />in favor. <br />Office Zoned Property Zone Change — Rezone to Agricultural and Administrative <br />Office — A request to rezone certain property from the Office zone district to the <br />Agricultural and Administrative Office zone district (Resolution No 2, Series <br />2019). <br />• Applicant: City of Louisville <br />• Case Manager: Lisa Ritchie, Senior Planner <br />Public notice was published in Boulder Daily Camera on November 25, 2018 and at all <br />other required postings at November 23, 2018. The notice was continued to this <br />meeting. <br />Howe recused himself due to a conflict of interest. <br />Ritchie presented the history of the Office Zone District, which was established in 1973 <br />and repealed in 1984. This item was the last bit of clean-up to address historic zoning <br />irregularities in the city. <br />Ritchie showed the areas that staff proposed to rezone agricultural. Staff worked with <br />Parks and Open Space to determine the proposed zoning, which was consistent with <br />the properties immediately to the north and east. The agricultural zone is consistent with <br />current use. <br />Ritchie showed the areas that staff proposed to rezone to Administrative Office <br />Properties These areas contain smaller office buildings with medical, dental, and other <br />professional office users.
