Planning Commission <br />Meeting Minutes <br />September 12', 2019 <br />Page 11 of 12 <br />Moline liked the Level of Concern ("LOC") designation because it allowed for a <br />distinction between streets for cars and streets not for cars, increasing separation and <br />efficiency. He also wanted to make sure the plan included the latest safety data, <br />including the fatality. <br />Libhart noted that the safety data on the newest draft would be 2015-2017, not 2013- <br />2015 as it was in this draft. <br />Brauneis recommended a sidebar in the report to acknowledge the fatality on Highway <br />42. <br />Libhart asked Commissioner Howe if he was referring to the Long -Term Vision for <br />South Boulder Road as far as efficiency and separation. <br />Howe confirmed. <br />Hoefner made a motion to endorse the report with its policies and projects, <br />recommending scenario 3, and recognizing that the Planning Commission did not have <br />to consider budget. Rice seconded. <br />Brauneis asked for public comments. <br />Fahey asked the Commission to consider that there were specific needs for seniors, <br />which was an exploding population and in the next 10-15 years the percentage of <br />seniors was going to be huge, and they would not be driving. There were some people <br />who suggested having golf carts on some of the neighborhood street or on part of the <br />trail system. <br />Spaulding stated that this plan was well-done. He was formally of the Maryland <br />Department of Transportation and he had never seen a local plan with such detail. He <br />was supportive of the work and the conversation among the commissioners. <br />Brauneis returned to consideration of the motion. Approved unanimously by voice vote. <br />COMMISSIONER COMMENTS <br />None. <br />STAFF COMMENTS <br />Ritchie explained that Council withdrew the Parcel O GDP Amendment with the hopes <br />that discussions with the property owners could continue at the staff level and there <br />would be no special meeting later in September. The Development Review Audit was <br />proposed for spring and she requested commissioner comment on how to make the <br />audit more productive. <br />General agreement that it was worthwhile to travel around together for the audit. <br />Brauneis thought it was unfortunate that the Commission had to discuss the Parcel O <br />amendment as though the church had no plans at the point and he hoped the next <br />conversation could be more grounded in current reality. <br />13 <br />
