Planning Commission <br />Meeting Minutes <br />December 1211, 2019 <br />Page 3 of 13 <br />Ritchie stated that staff had discussed with the applicant providing a connection from <br />Taylor. There is a trail on the west side of Pearl Izumi. <br />Zuccaro added that it would not be ideal to encourage people to cross Highway 42 at <br />that location and that the City would want to direct people to other crossings. <br />Brauneis asked for additional questions. Seeing none, he asked for an applicant <br />presentation or for questions of the applicant. Hearing none, he asked for public <br />comment. Seeing none, he asked for closing statements. None. <br />Moline stated that he was in support of the request and did not have a problem with the <br />waiver. <br />Hoefner agreed. <br />Rice stated that it was a good project and he commented that he appreciated the <br />attention to the architecture on the north side of the building so that driving down <br />highway 42 did not confront a bunch of service ramps. He thought that the best way to <br />clarifiy the parking issue was to include a note on the PUD to the effect that "parking will <br />be brought into line with the ratios consistent with the uses that the building is put to." <br />Williams supported Commissioner Rice's addition of the parking note and that otherwise <br />she was in support and she observed that the building was a nice design. <br />Brauneis appreciated the highway 42 orientation and the detail of the project. <br />Rice moved to approve Resolution 18, series 2019 with the condition that staff prepare <br />a note for the PUD that reflects that the parking will be rendered consistent with the use <br />of the building. Williams seconded. Approved unanimously by voice vote. <br />Vote approved unanimously by roll call vote. <br />824 South Street Special Review Use: A request for approval of a Special Review <br />Use to allow Use Group #8: Hotels or motels including restaurants and other incidental <br />commercial uses inside the principal building. (Resolution 20, Series 2019) <br />• Applicant: Hartronft Associates, p.c. <br />• Case Manager: Lisa Ritchie, Senior Planner <br />Ritchie reviewed the project background outlined the Special Review Use is to allow a <br />hotel use with 7-9 rooms in the new addition and that the existing house would be <br />converted to food prep and service. She presented the Special Review Use criteria and <br />noted staff finds the proposal is consistent with each criterion. She noted staff <br />evaluated the proposal for parking standards for Downtown and compared the hotel use <br />to an office use. The PUD includes nine parking spaces, four on site and five as cash in <br />lieu. The City is also looking at restriping the adjacent South Street parking to be in <br />parking and provide five additional spaces. <br />Brauneis confirmed that there were no conflicts of interest to disclose. <br />5 <br />
