Brauneis makes motion for continuance, seconded by Moline, <br />passed by voice vote. <br />Regular Business — Public Hearing Items <br />➢ Grain Elevator Preliminary PUD: (Louisville Mill Site, LLC.): Resolution No. <br />10, Series 2014 — A request for a preliminary plat and PUD to allow for the <br />construction of a new building and additions to two existing buildings totaling <br />27,000 square feet at the Grain Elevator site, 500-544 County Road. <br />Case No. 14-022-PP/PS. <br />• Applicant and Representative: Louisville Mill Site LLC (Erik Hartronft) <br />• Owners: City of Louisville and RCC LTD <br />• Case Manager: Scott Robinson, Planner II <br />Public Notice Certification: <br />Published in the Boulder Daily Camera on June 22, 2014. Posted in City Hall, Public Library, <br />Recreation Center, Courts, Police Building, and mailed to surrounding property owners and <br />property posed on June 20, 2014. <br />Conflict of Interest and Disclosure: <br />None stated. <br />Staff Report of Facts and Issues: <br />Robinson presented from Power Point. <br />• Request for preliminary plat and preliminary planned development of the Grain Elevator <br />site, located on south side of Downtown, on County Road and Front Street, located <br />between County Road and the railroad tracks. <br />• Property consists of two parcels: one owned by the City and contains Grain Elevator <br />building and former retail building to the north referred to as the Napa building, second <br />owned by RCC housing a warehouse. Proposal is to redevelop the two properties <br />together. <br />• Located in transitional area and zoned commercial business. Governed by three <br />separate sets of regulations, Louisville Municipal Code, Design Handbook for Downtown <br />Louisville, and Downtown Framework Plan. <br />• Proposal is to divide into three lots and one out -lot A: Lot 1 on the south side with <br />existing warehouse building and expansion, Lot 2 with Grain Elevator building and <br />expansion, Lot 3 with current Napa building to be removed and rebuilt, and out -lot A in <br />front of Grain Elevator with green space park to protect view corridor. <br />• RCC currently has existing long term lease with BNSF for portion of property, currently <br />used for parking. RCC seeking additional lease from BNSF further north but not acquired <br />yet. <br />• Land never been platted so there is no public land dedication of 12% of appraised value. <br />Purchase agreement with Louisville Mill Site, City Council has decided to waive public <br />land dedication. <br />• Addition to warehouse on Lot 1, addition to Grain Elevator on Lot 2, and new building <br />construction on Lot 3. Totals 33,000 SF of developed space. <br />• Complies with all regulations and three documents stated. <br />• Request for waiver for lot coverage of two lots which will cover more than allowed under <br />Louisville Municipal Code. The project overall is under total lot coverage. Reason for <br />PUD is to allow that some developments can have slightly higher density and some <br />lower so result works overall. Staff in favor of lot coverage waivers. <br />• Request for waiver to rear setback requirement. Lot 1 (RCC building) has existing <br />building extending to back of property and is currently in violation. No proposed change <br />
