Planning Commission <br />Meeting Minutes <br />July 10, 2014 <br />Page 9 of 14 <br />Staff Report of Facts and Issues: <br />Robinson presented from Power Point <br />• Request for final PUD and SRU to allow for day care and preschool facility in Centennial <br />Valley, located north of Lowes on Centennial Parkway, zoned planned community <br />district commercial PCZCD that allows daycare as a use by right but schools, including <br />preschools, are a special review use. <br />• Proposal for 8465 SF daycare and preschool, 136 child capacity. <br />• Entrance to parking lot off access drive of Lowes development which enters on to <br />Centennial Parkway. <br />• 38 parking spaces proposed under Commercial Development Design Standards and <br />Guidelines. Required to provide 32 spaces so providing 6 more than required. <br />• Overall design of site and building complies with CDDSG. No waivers for setbacks, <br />design, or lot coverage. <br />In PUD, there is request for potential future 2000 SF addition/expansion to building. <br />Proposed structure with expansion complies with requirements of CDDSG. Required to <br />provide 4 spaces per 1000 SF. Additional 2000 SF requires 8 additional parking spaces. <br />Does not have enough parking for addition. Staff does not recommend allowing the <br />future expansion. <br />• Design meets CDDSG with four-sided architecture, under maximum height of 26 foot, <br />mechanical screened. <br />• SRU meets all five criteria. <br />Commission Questions of Staff - <br />Rice asks about access if you are westbound on Centennial. No way to turn left off Centennial. <br />Robinson says you would avoid going westbound. You are blocked by median. <br />Rice asks about 2000 SF addition. Staff is recommending to not approve the addition due to <br />parking issue. <br />Robinson answers yes. <br />Rice asks about SRU. Planning Commission approved only for use as a school. If it is sold, <br />can it be converted to a different use? <br />Robinson says it can be converted to any allowed use by right such as commercial retail office <br />use. The purpose of the SRU is because a school is requested and criteria must be met. <br />O'Connell asks about 2000 SF expansion. Can they come back with a PUD because it is a <br />future proposal? <br />Robinson answers they can come back with a PUD amendment requesting a parking waiver <br />requirement or meet it some other way. <br />Tengler asks whether the objection a procedural one in that they are asking for future expansion <br />or that they lack 2 parking spaces? <br />Scott answers yes to both. <br />Brauneis asks about the distance to the nearest retail marijuana facility. Within current law? <br />Robinson says the nearest facility is across Dillon but they are moving to a closer site within the <br />same retail location. <br />Moline asks about fifth criteria of SRU regarding adequate amount and proper location of walks. <br />What does the last part of limit the use of the parking area for pedestrian circulation. <br />Robinson says you want to avoid people walking through parking lot but provide sidewalks <br />around or through the parking lot. <br />
