Pritchard asks about how many continuances have <br />been granted. Robinson states this is the sixth continuance. Pritchard states that if forward <br />progress is not being made, the applicant may need to go through the process again. Posted on <br />property on August 22, 2014. Published in the Boulder Daily Camera on August 24, 2014. <br />Presented to Planning Commission on September 11, 2014. <br />Conflict of Interest and Disclosure: <br />Pritchard discloses that he sits with the applicant on the Downtown Business Association, but <br />he does not believe it his ability to make a fair and honest opinion. None from other <br />Commission members. <br />Staff Report of Facts and Issues: <br />Scott Robinson, Planner II, presented from Power Point: <br />• Property located at 927 Main Street in downtown Louisville. The property currently has <br />an office in the front and a residential unit behind the office. The proposal is to remove <br />the residential unit and keep the front office portion, expanding the office portion 560 SF, <br />and build a new two unit residential structure on the back. The two structures will be <br />connected by a second story deck on top of the new commercial addition, but there will <br />be two separate structures as far as the Building Code is concerned. <br />• Property governed by the Louisville Municipal Code, the Design Handbook for <br />Downtown Louisville, and the Downtown Framework. The proposal complies with all <br />requirements and regulations set forth in documents regarding setback, floor area, and <br />height requirements. <br />• Parking required for commercial spaces, the first 999 SF of new commercial space does <br />not require additional parking. The 560 SF addition does not require any new parking <br />spaces. <br />• The two residential spaces are 1-bedroom units. Under Municipal Code, 1-bedroom <br />units require one parking space each. The applicant is proposing two parking spaces <br />per unit, thus exceeding the minimum parking requirement for residential units. <br />• Applicant is seeking Landmarking from the Historic Preservation Commission and City <br />Council for the front portion. HPC has reviewed it and is in favor of the design, both the <br />addition and new residential building. Materials are compatible with existing building and <br />the rest of Downtown, mostly wood or cement board siding with corrugated metal roof on <br />the residential building. The north side is on the lot line and has no openings or windows. <br />• PUD meets all the regulations and requirements. Office space is Use By Right in the <br />Community Commercial Zone District. The multi -unit residential building is an SRU. <br />
